This doc says, on p54

It is likely that in the short term, only fixed line will have the
ability to deliver the defined services and therefore only fixed line, fibre
solutions
will be eligible for the Fund. It is possible that other technologies might
in due course match the expected performance but these are not being
considered currently.

I know of a number of submissions on this specific issue which made the case that all connectivity consists of a Cable and a radio attached,  it is just a matter of where one ends,  mast, street, router, bluetooth keyboard.  In addition one feature of next gen networking is the integration of fixed and mobile,  and thus any stipulation on this matter would be restrictive.

I am somewhat biased, naturally, but wireless and satellite MUST be technology options on the table as part of the delivery mix.
 
Realistically the areas best served by wireless and satellite are the areas in need of taxpayer support, and for the NGF to exclude particular technology options strikes me as self defeating.
